Pima Association of Governments Regional Transportation Authority Plan

In 2006, Pima County voters passed a half-cent sales-tax measure dedicated to a variety of transportation-related projects including those related to roadways, environmental and economic vitality, safety, and transit. These projects are planned, funded, implemented, and operated by several entities in Pima County including the Pima Association of Governments (PAG), Regional Transportation Authority (RTA), Arizona Department of Transportation, 8 local jurisdictional cities and towns, native nations, and Pima County. This performance audit, conducted by the independent firm Sjoberg Evashenk Consulting, Inc. under contract with the Arizona Auditor General, provides information on 51 projects included in the RTA Plan, 45 of which were completed or in progress as of June 30, 2021. The audit report also provides information on an approximate $149 million funding gap needed to fulfill RTA plan promised projects that PAG, the RTA, and local jurisdictions are working to address; and performance results related to mobility, congestion, and safety; and includes recommendations for strengthening management of costs and funding and continuing to improve PAG’s and RTA’s performance measurement framework.
